Our Assistance Programs
The North East Social Action Program offers assistance with rent, utilities and minor medical bills, as well as with food and clothing from our onsite Food Pantry and Thrift Store. Many organizations outside the community and overseas benefit from NESAP’s donations as well.
Assistance is also available through our cooperative outreach programs, such as the Back-to-School and Holiday Help programs for families in crisis or in need.
Those interested must call the Assistance Office at 410-239-6216 to discuss the screening process for these programs.
OUTREACH

NESAP provides assistance to qualified Carroll County residents through our cooperative outreach programs.
The Back-to-School Program provides low-income parents living in Hampstead, Manchester, Finksburg and Upperco with backpacks and school supplies to their children for school.
The Holiday Help Program offers families in Hampstead, Manchester, Finksburg and Upperco food for Easter, Thanksgiving and Christmas, as well as food and gifts for Christmas. Those in need must apply.
FOOD PANTRY

NESAP’s on-site Food Pantry provides food assistance to qualified residents. Pantry supplies include food, hygiene and some baby items.
Clients are screened by the Assistance Coordinator to discuss their needs and NESAP’s guidelines.
Pantry appointment hours are Monday through Wednesday from 9:00am to 2:00pm. Please call the office at 410-239-6216 for an appointment.
RENT ASSISTANCE

NESAP provides emergency assistance to qualified Carroll County residents with security deposits, and rent payments.
UTILITIES

NESAP provides emergency assistance to qualified Carroll County residents with their heat, electric, water and sewer bills.
MEDICAL ASSISTANCE

NESAP provides emergency assistance to qualified Carroll County residents with medical and dental bills, eyeglasses, prescriptions, etc.
